A flange nut has a washer built into it. The base flares out into a wide bearing surface, so it spreads the clamping load the way a separate washer would, without the separate washer.
That saves a part and a step on every joint, and it removes the possibility of a loose washer dropping into the frame while you are trying to start a nut one handed. Four come in the set, sized M8.
Pedal mounts and wheel mounts are the obvious places, and Trak Racer uses them on the TR160 pedal mounts for exactly that reason. Both are joints where the nut is on the awkward side of the assembly, and reducing the number of loose pieces you have to hold makes the job considerably easier.
The flange also resists loosening slightly better than a plain nut and washer, because the wider contact patch grips the surface. On a joint that sees real vibration, a lock washer is still the right addition, and the rest of the hardware mounts range covers the fixings that go with them.
